National Security Scheme (ENS) 

Royal Decree 311/2022, issued on May 3, 2022, established the regulations for the National Security Scheme, thus replacing Royal Decree 3/2010 of January 8, 2010, which previously regulated the National Security Scheme in the context of e-Government. 

The ENS establishes the security measures that must be applied to the systems, applications and services used by Spanish public administrations to guarantee the confidentiality, integrity, availability, authenticity, confidentiality and traceability of information. These measures are crucial to protect sensitive data and critical infrastructure in the digital environment. 

Royal Decree 311/2022 has modernized the National Security Scheme (ENS) for several essential purposes: 

  1. First, an update of the ENS was carried out to align it with current regulations and strategic context, thus ensuring security in the Digital Administration. This process has involved a clarification of the scope of the ENS and a revision of the references to the laws in force. 
  2. Secondly, the necessary flexibility was introduced to adapt the ENS requirements according to the specific reality of certain groups, which improves the adaptability of the standard. 
  3. Thirdly, the decree has strengthened defenses against emerging trends in cybersecurity. These changes are designed to address current and future challenges in the field of digital security.
